Obviously done in response to the war being waged against Japan and typical of the sort of "patriotic art" being produced at the time. Many pieces like this were used by the U.S. Government on posters to encourage war-bond purchases or for citizen support toward the war effort. This particular piece is in permanent collection of the Library of Congress.
